1.0 CENTRE FOR AGRICULTURAL MECHANIZATION AND RURAL TECHNOLOGY (CAMARTEC)
The Centre
for
Agricultural Mechanization and Rural
Technology (CAMARTEC) is a Parastatal organization under the Ministry
of industry and Trade. The Centre was established by Parliament No. 19 of 1981 to promote agricultural mechanization and rural technology
in
Tanzania through applied research
and development, adaptation,
dissemination of appropriate
technologies all aimed at improving the standard of living of
the
rural communities Centre.
1.1 DIRECTOR GENERAL
1.1.1
DUTIES AND RESPONSIBILITIES
· Responsible to the board
of
directors
in
discharging his/her
duties as
chief
executive of CAMARTEC.
· Shall provide effective leadership in the planning and implementation of CAMARTEC`S strategic
plan to ensure realization of the vision and achievement
of
the mission of the same.
· Shall ensure timely implementation of the resolutions and directives of the board
of directors.
· Shall be an effective accounting officer
of
CAMARTEC.
· Shall be the chief spokesman of CAMARTEC.
· Shall be the secretary of the board of directors.
· Shall
ensure teamwork and harmonious
working relationship among CAMARTEC
workers.
1.1.2
QUALIFICATIONS AND EXPERIENCES:
· PhD degree from a recognized university
with:
i. Basic
training in agricultural or
mechanical

process engineering ii.
Additional
training in management will be an advantage
iii. An overall work experience of 10 years with minimum
of
5 years in a
senior management position.

· Master degree from a recognized university with:

2.0 CASHEWNUT
BOARD
OF TANZANIA
The Cashew nut Board of Tanzania is a body corporate established by an Act
of Parliament No.18 of 2009 as amended by Finance Act 2010. Under section 5(1) The Body shall carry out regulatory
functions and other activities necessary, advantageous or proper for the benefit of the Cashew nut Industry.
2.1 DIRECTOR OF FINANCE AND ADMINISTRATION
2.1.1
DUTIES AND RESPONSIBILITIES:
· Advise the Director General
on
matters pertaining to Planning, administration of
Finance, Human and physical resources of the Board;
· Develop and sustain a Sound Accounting, Management and Financial
Information System and Policy.
· Manage Tax affairs
of
the Board
so
as to ensure that all Taxes
are paid on time to avoid penalties.
· Prepare periodic financial analysis and manage the Working Capital of the Board to ensure that the Board does not run into financial difficulties.
· Plan for long term financial requirements of the Board and identify potential
sources of finance.
· Ensure that Final Accounts of the Board is
prepared and submitted to the External
Auditors for audit through managing audit process and coordination of annual
audit.
· Make close liaison with the Government, Financial
institutions and others (NGOs,
Donor Community) to win their support in financing programs of the Board
through utilizing available opportunities.
· Coordinate the preparation and compilation of the annual
budget of the Board;
· Direct and supervise the preparation of periodical financial
reports and ensures
that
they are submitted to the appropriate
authorities as per
regulations;
· Enhance efficient use of the Board’s revenue for
the
purchase and provision of
services and supplies;
· Make follow up the availability of funds from respective organs and managing
expenditure budget for the Board and for each department;
· Enhance timely auditing of the Boards’ financial statements;
· Formulate and interpret policy matters
related to workers social
services,
manpower development, wages and salaries, benefits and other
employees’ staff
welfare;
· Establish human resources and skills needed at all levels of
departments/sections;
· Performs any other
duties as may be assigned by the Director General.
2.1.2 QUALIFICATIONS AND

· Master’s
Degree in Business Administration (MBA), Accountancy option will
have

3.0 TANZANIA COMMISSION FOR AIDS (TACAIDS)
Tanzania Commission for
AIDS
(TACAIDS) is an Independent Government Department
Under
the Prime Minister’s Office. TACAIDS main function is to co-ordinate all
activities relating to the fight against HIV and AIDS as stipulated in the Act of Parliament
No.
22 of 2001.

4.0 TANZANIA FISHERIES RESEARCH INSTITUTE
Tanzania Fisheries Research Institute (TAFIRI) was established by the Act of Parliament
No. 6
of 1980 to
promote, conduct, supervise, and co-ordinate
fisheries research in Tanzania. The Institute is governed by the Board of Directors. This Institute is comprised
of
four Centres and one Substation: Mwanza Centre and Sota
Substation on Lake
Victoria, Kigoma Centre on Lake
Tanganyika, Kyela Centre on Lake Nyasa and Dar es
Salaam Centre on the
Indian Ocean.
The Institute Headquarters is located at Kunduchi
in Dar es Salaam.
4.1 PERSONAL SECRETARY GRADE II – 1 POST

DUTIES AND RESPONSIBILITIES:

· Receive visitors, interview and guide them where they could be attended;

the

5.0 TANZANIA COFFEE BOARD
Tanzania Coffee board is a government body established by the Tanzania Coffee Industry
Act. No.23 of 2001.Its Main Function is to regulate the Coffee Industry
in Tanzania and advice the Government of the United Republic of Tanzania on all matters related to the
growing, processing and marketing of coffee within and outside the country.
5.1 CHIEF
INTERNAL AUDITOR – RE ADVERTISED
5.1.1
DUTIES AND RESPONSIBILITIES:
· Advise the Director General
on
audit issues
· Ensure that the Board complies with sound internal
audit principles and best practices
· Carries out continuous review of financial and accounting systems
in operation in
the
Board and ensure they are adequate, effective and conform to the provision
of the government financial
regulations and accounting procedures
· Performs Audit
of
Board’s Accounts
· Audit
invoices and local
purchase orders
· Carryout special
assignment for sample investigation

on
time any suspected occurrences of dishonesty to the Director

CIMA is essential,
· Registered by NBAA as associate member,
· At least 10 years
working experience 3 years of which must be at Senior
Managerial
level.

6.0 FORESTRY TRAINING INSTITUTE (FTI), OLMOTONYI
The Forestry Training Institute (FTI), Olmotonyi was established in 1937, operating under the Ministry
of
Natural Resources and Tourism. Currently FTI is providing two year Certificate and Diploma course in Forestry.
The Institute has expanded gradually both
academically and structurally. This improvement has
been achieved through the commitment
of
the Government of Tanzania (GOT) and other external donors. Both
national and internal
students are
recruited and admitted every year. FTI
in collaboration
with other stakeholders is implementing a five years project known as “Empowering
Communities through Training on PFM, REDD+
and Climate Change initiatives (ECOPRC)”. The FTI is in the process of recruiting a number of staff to implement day to day project activities.
6.1 TECHNICAL ADVISOR
(TA) – READVERTIZED
6.1.1
LOCATION
· The Technical Advisor
will be based in FTI Office in Arusha with frequent travel
to the project sites and other areas.
6.1.2
POSITION SUMMARY
The Technical Advisor (TA) will provide technical support to project coordination team
towards achieving the project overall goal. The Technical Advisor will also provide advice and technical support
for
institutional development including marketing of the ECOPRC
project.
6.1.3
DUTIES AND RESPONSIBILITIES:
COMMUNICATION
· The Technical Advisor
will provide support to project staff on communication
including assisting with maintaining the project and liaising
with the media.
· The Technical Advisor
will provide advice on the design and implementation of
project communication.
· The Technical Advisor
will support
the FTI Principal in relation to communications with development partners and other donors that might have an interest in the
project.
PLANNING AND
BUDGETING
· The Technical Advisor
will provide support to the Project staff in the preparation of work plans
and budgets for
the
ECOPRC project.
REPORTING AND MAINTAINING PROJECT RECORDS
· The Technical
Advisor will assist project staff in the development of project
quarterly and biannual reports
DATA
SHARING
· The Technical Advisor will seek the permission of the FTI Principal before sharing
project data with any
other organization or individual outside of FTI unless
that data is already publicly
available.
CONFLICT
RESOLUTION
· The Technical Advisor will provide support to project staff including the Project
Manager to resolve conflicts.

will help
to
foster

of mutual

transparency within the
project team and with
the communities
that

seeks to serve.
PROJECT
ADVISORY COMMITTEE
· The Technical Advisor
will be a member the Project
Advisory Committee.
FTI ADVISORY BOARD
· The Technical Advisor will provide advice and support to the FTI board in relation to the implementation of the ECOPRC Project.
CONSULTANCY
· The Technical Advisor
will provide
support in the
development
of terms
of reference for consultants as
well as
monitoring consultant performance.
RELATIONSHIP TO OTHER PROJECT STAFF AND TO THE PROJECT ADVISORY
COMMITTEE
· The Technical Advisor
will report
to the FTI Principal.
· The Technical Advisor will work alongside
the MJUMITA Executive Director,
FORCONSULT Coordinator and RECOFTC in
supporting the effective
implementation of the project.
· The Technical Advisor will receive, review and comment on monthly and quarterly
technical reports
from the Project Manager and will provide technical support
on all issues
relating to the project.
· The Technical Advisor will provide the necessary technical support and guidance to other
project staff through planning meetings, field visits, review of reports
· The Technical Advisor will report directly to the Finance administrator for any funds
that
she/he manages.
· The Technical Advisor will also review the FTI components of the ECOPRC project
financial reports.
6.1.4
QUALIFICATIONS AND EXPERIENCES:
· PhD or MSc either in Forestry, Natural Resources Management, Agriculture,
Environment or
equivalent.
· 8 years experience in Participatory Forest
Management or natural resources
management or Environment and working with rural
communities
· Experience on Climate Change and REDD+ is an added advantage

experience in Capacity
Building/Participatory Training and Curriculum
Development.

Human Resources Manual and receipt of funds from the Royal Norwegian Embassy for the project.
6.1.6

6.2 PROJECT ACCOUNTANT
6.2.1
LOCATION
· Project Accountant will be based in FTI Office in Olmotonyi, Arusha.
6.2.2
POSITION SUMMARY
The Project Accountant works out of the Project Office located in the Forestry Training Institute (Olmotonyi).
The officer will be reporting to the PM and in liaison with TA and the Project secretariat.
6.2.3
DUTIES AND RESPONSIBILITIES:
· Administration of project finances;
· Preparation of annual budgets in line with the guidelines provided in the project
document;
· Will ensure that proper financial procedures are absolutely adhered to by all project
staff and executing agencies at levels;
· Prepare monthly bank reconciliations for all
ECOPRC bank accounts;
· Audit the Books of Accounts and ensure that prudent, accurate and up to date books of accounts/records are
well kept;
· Facilitate disbursement of project funds;
· Prepare financial records and advise the PM on project’s financial status and
trends;
· Will ensure that auditors
are availed all necessary documents during the audit;
· Any other related work as
may be assigned by the PM
6.2.4
QUALIFICATIONS AND EXPERIENCES:
· Bachelor
degree
or Advanced Diploma either
in Business
Administration
(Accounting and Finance options), Commerce (Accounting and Finance options),
ACCA/CPA at the minimum of 2nd level from
a recognized college.
· 3 years
experience working with government and donor funded projects.
· Computer literate, especially
in electronic spreadsheet, and other accounting
packages.
· Knowledge on banking and financial
control.
· Fluent in written and spoken English.
